We down upload speed, and up download speed.

We click our file(right click) and click to "Bandwidth Allocation"
Click to "High"
And come to "Bandwidth Allocation" ;
"Set download limit" > Unlimited
"Set upload limit" > 25kb and we try it..
And our speed is not - 100kb. ^^
